The federal budget in October of 2020, introduced the $74 Billion job maker plan (Budget 2020). FY21/22 Queensland Small Business Grants

The FY21/22 Queensland Small Business Grants have been announced. Start planning today so you are ready to submit when applications open. The next round applications open 30th July 2021.

The Queensland Government announced three small business grants programs worth $25million over two years.

The Business Basics, Business Boost and Business Growth Fund grants will target specific groups within the sector and continue to deliver on the Government’s election commitments to small business. The grants are being rolled out based on direct feedback received from small business owners through the Small Business Roadshow and online survey which showed support programs are needed to assist Queensland businesses at different stages of the business lifecycle.

Business Basics Grant

Applications for Round 2 Open Soon – Single upfront payment of $5000 (ex GST)

The Queensland Government supports the small business sector through a range of initiatives. The Business Basics grants program provides support to businesses to increase core skills and adopt best practice. This support includes funded activities in 5 priorities:

  1. Training and coaching
  2. Website build or upgrades
  3. Professional business advice
  4. Strategic marketing services
  5. Business continuity and succession.

To be eligible for this grant, your business must:

  • have fewer than 20 employees at the time of applying for the grant
  • have an active Australian Business Number (ABN) and be registered for GST
  • have a Queensland headquarters
  • have a turnover of $300,000 or less for the current financial year

not be insolvent or have owners/directors that are an undischarged bankrupt.

Program Outcomes

The expected outcomes of the grants program are to:

  • increase confidence for business owners across core skills;
  • boost turnover, profit, and employment; and
  • improve business survivability and resilience.

What funding is available?

If successful, applicants will receive upfront fixed grant funding of $5,000 (excluding GST). The grant is for funding activities in one of the five priorities outlined above. Successful applicants do not have to co-contribute to this grant however successful applicants must pay for any related expenses in excess of the $5,000 grant funding.

What are the timeframes?

Approved applicants must complete their grant funded activity within four months of receiving their approval letter. Applicants must advise DESBT of any variations to the completion dates. If applicants do not meet their completion dates, they may have to return grant funding to DESBT.

Business Boost Grant

Applications for Round 1 Open 30th July – Up to $15,000 (excluding GST)

The Business Boost grants program provides support to businesses to advance improvements in their efficiency and productivity. This support includes funded activities in 3 project areas:

  1. Future planning
  2. Specialised and automated software
  3. Staff management, development and planning

.To be eligible for this grant, your business must:

  • have fewer than 20 employees at the time of applying for the grant
  • have an active Australian Business Number (ABN) and registered for GST
  • have a Queensland headquarters
  • have a turnover of between $300,000 (minimum) and $600,000 (maximum) in the last financial year (2020–21)
  • have a publicly reachable web presence to identify business operations (e.g. business website and/or social media pages)
  • not be insolvent or have owners/directors that are an undischarged bankrupt.

What funding is available?

You may be eligible to receive a grant payment of $15,000 (excluding GST) on completing your proposed project. Successful applicants must co-contribute at least 30% of the total project costs. Grant funding will be paid only after compliant acquittal documentation is received. We will not fund projects with:

  • a total cost of less than $10,715 (excluding GST)
  • payments made before the approval date (you must be approved before you pay for grant-funded project activities).

What can I spend the grant funding on?

Specialised and automated software

  • Design and implementation of management systems, including: data warehouses, asset management, customer relationship management systems, quality and compliance management, risk management, production systems, project management systems

When and how can you apply?

Applications for round 1 open 9am, 30th July:

  1. Read the key documents: application guidelines, terms and conditions, frequently asked questions, preview of application form, statutory declaration sample, choosing a supplier.
  2. Check your eligibility.
  3. Prepare your documentation: a certified statutory declaration from the business’s owner or director stating the business:had a turnover between $300,000 and $600,000 in the last financial year (2020–2021) AND meets all grant eligibility criteria AND supplier quotes (no more than 2) detailing who will undertake the project work, description of services, and an outline of key activities.
  4. Start your application (form available on 30 July 2021).

It is important to note that this grant program is competitively assessed. Not all applications will be funded.

How much grant funding can a business receive?

The Business Basics grant will fund each successful applicant the amount of $5,000 excluding GST. Any applicant supplier quotes below $5,000, excluding GST, will not be funded under the Business Basics grant funding.

The Business Boost grant will fund up to $15,000 excluding GST on completion of the project. All successful applicants must demonstrate the project has been completed including their co-contribution of at least 30% of the
total project costs via submission of an acquittal report.

What is the Eligibility Criteria for a government grant?

The eligibility criteria will vary depending on the grant you are applying for. Common eligibility criteria are:

  • number of employees, typically between 1 and 20
  • have an Australian Business Number (ABN) and be registered for GST
  • have a Queensland headquarters
  • turnover – for Business Basics it is under $300K. Business Boost between $300K and $600K
  • not be insolvent or have owners/directors that are an undischarged bankrupt

When will applications open?

Business Basics round 1 opened 31 May 2021. 3000 submissions un under 2 hours. Round 2 open date has not been confirmed as of July 2021.

Business Boost Grant round 1 opens at 9 am on 30th July.

Applications will not be accepted prior to this date. You can prepare your application in advance by reviewing the Guidelines, Terms and Conditions and commencing gathering the necessary documentation. Businesses may also preview the application form to assist lodgment upon grant opening. All documentation is available on the Business Queensland website.

When will the Business Basics grant close?

DESBT has a threshold for the number of applications required to undertake a competitive assessment. An application tracker will be available on the Business Queensland website. Not all applications will be successful.

Where do I submit my application?

The application portal will open on the scheduled day and can be accessed from the Business Queensland website. Please note that project activity undertaken prior to the application open date is not eligible.

Can I submit my application in person?

No. Applications will only be accepted through the Business Basics application portal. Applications received via email, post or in person will be ineligible.

What is required when Writing my application?

Most grant applications require:

  •  a description of your business, and possibly a business plan
  •  a detailed project description, including aims, objectives and expected outcomes (i.e. hire new staff within 6-months)
  •  a detailed plan on how you will use the money, which includes quotes and/or proposals from suppliers
  •  details of your experience and skills, and also those of key personnel
  • provide evidence of annual turnover and annual payroll
  •  demonstrate value for money as determined by the Department of employment, Small Business and Training (DESBT).
  • completed application forms, with all requested supporting documentation included
  •  the application must be completed by the applicant and provide their own original answers. Third-party completed applications will be rejected. If found to be conducted by a third-party, you will be asked to return the funds.
  • only one application per round from an individual ABN or a financial beneficiary of a business

Remember to submit your application before the deadline – late applications are rarely considered.

Why some grant applications fail?

Applications for grants and government support often far exceed what is actually available. This can create a competitive environment where only the very best applications attract funding. There are many common reasons why applications are turned down. To give your application the best chance of success, check the following:

  • Have you assessed your eligibility before applying?
  • Is your area of research or your project relevant to the funding body?
  • Have you understood the funding objectives?
  • Have you followed the application guidelines and used the required forms?
  • Have you fully considered how much work is involved in applying for a grant?
  • Does your application make statements that are backed by supporting material?
  • Is your explanation of your project focused and clear?
  • Have you addressed the impact of your work in the broader community or industry?
  • Have you underestimated the amount of competition for funding?
  • Have you stressed the importance of funding for your project’s success?
  • Have you explained how your ideas will be translated into action?
  • Has your business made the grant application a priority?
  • Have you proven you need funding support?

How does Grant Payments work?

This can vary depending on the grant. Typically, payment is made upon completion of the project. Successful applicants are reimbursed 100% or 50% of the total project cost, up to the approved grant funding amount. The Covid-19 Adapt Grant was managed differently, with payments made upon application approval.

To receive reimbursement, applicants must:

  • complete and submit an acquittal report through SmartyGrants
  • issue a valid tax invoice to the Department of Employment, Small Business and Training
  • submit copies of supplier invoices and proof of purchase for the total project cost.

Grant recipients may be subjected to a random audit by the Queensland Government (or its representatives) to ensure that the information provided is true and correct. Where it is found that false or misleading information has been provided, penalties may apply, including refunding some or all of the grant funding.

What do I need to do if I receive a grant?

You must:
• enter into a legal funding agreement with DESBT;
• purchase the service/s and or/ products in full as per the funding agreement;
• deliver the grant funded activity as per the funding agreement;
• complete a follow-up survey after the grant funded activity has been completed; and
• retain all application evidence, supplier quotes, corresponding invoices and bank transactions for audit purposes.

When will funding be available and how will payments be made?

All applicants will receive formal notification of the outcome of their application. Successful applications will be notified in writing and an upfront payment of $5,000 will be made via an electronic funds transfer to the submitted bank details as stated in the application.

Can I apply if my business is emerging and I don't yet have a turnover for the last year?

Yes. To be eligible for the Business Basics grant, a business must have a turnover of $300,000 or less. For Business Boost, between $300,000 and $600,000.

As part of the application, the business must upload a statutory declaration stating that the business meets the eligibility criteria.

For auditing purposes, the business must have available financial information demonstrating they meet or could reasonably estimate meeting this eligibility requirement.

Are sole traders or partnerships eligible (updated)?

Yes. Partnerships and sole traders with no employees are eligible to apply if the business meets the eligibility criteria for the grant.

Who are counted as employees of a business?

To be eligible for a Small Business Government government grant a business must have a headcount of less than twenty employees at the time of application submission. This includes all full time, part-time and casual employees. Business owners, directors and contractors are excluded from this headcount tally.

How do I get supplier quotes to support my application?

To be eligible for small business government grant funding the business is required to submit a maximum of two supplier quotes at the time of application submission. To save time, particularly if you are based in a remote location, please consider calling or emailing a supplier regarding your requirements and timely receipt of quotes.

Can I apply if I have already received a Small Business grant in the past?

Yes. All previously successful applications of the Department of Employment, Small Business and Training (DESBT) grants are eligible to apply for a Business Basics or Business Boost grant provided all eligibility criteria is met as per the guidelines provided.

Can I purchase computer hardware under the grant?

No. Computer Hardware includes the physical parts of a computer including the case, central processing unit (CPU), monitor, mouse, keyboard, computer data storage, graphics card, sound card, speakers and motherboard. Tablets, Ipads and mobile phones are also considered computer hardware for this grant and are not eligible.
